Your Tampa guide is very incorrect. St. Petersburg is the best city in the region. It has all the great museums (7 major ones downtown) and art galleries (more than two dozen downtown), an exciting downtown nightlife (downtown Tampa is dead after 5pm on weeknights and all weekend long), and beautiful Gulf of Mexico beaches. It is nearly equal in population to Tampa (250,000 vs. 300,000), is more affluent, and is the high tech hub of the region (along with a very large financial services sector). Tampa should be lumped into a sentence or two in a travel guide called "St. Petersburg."
